# The two ways to enable action is through legibility and trust The strong assertion is that [[Legibility enables action]] and [[Trust enables action]] are *exclusive* — the *only* way you can unlock action is through increasing legibility or creating trust. [[Legibility enables action]] because in order to rationally (in the logic-based-sense) support something, *something* about that thing needs to be legible to you. You cannot support something that you can’t see. The alternative to legibility-based support is support based on trust/faith/belief. [[Narratives are how we deal with uncertainty]]. Bureaucracies can’t trust things, so anything they support must be legible to them. In reality, most situations are somewhere in the middle — some combination of trust woven through with evidence.
