On the other hand, they were done by the government for the government and they achieved the dispersion levels that the government wanted: nuclear powered aircraft carriers and subs, spy satellites. So in the multiple waves model of dispersion, they did lead to 100% adoption A[1] or maybe A[2] but then the S-curve A[3] never got above the A[2] level
So were they actually failures? Or were they failures in kicking off next levels. The applicable market has some set of constraints that need to be met and maybe the gap to get to the next applicable market was massive. Also makes you think that [[Applicable markets have band gaps]]
