Any technology that comes out of a university needs to go through their tech transfer office

Technically any IP created at the university belongs to the university. This was originally intended to lower friction for professors (see bushPiecesAction1970) Apparently the one place this is not true is in Denmark, where professors own IP they create directly.

As a consequence, if you are going to aggregate technology from multiple universities, you need to deal with multiple tech transfer offices.
